Article 33(1) sets the first Commission report on the application of the Directive at 28 June 2030. Some national regulators now publish figures, but each covers one country or one sector, and many enforcement claims in vendor content could not be traced to a regulator or court. Anything on this subject should be sourced to a named national regulator or court, one country at a time. Traced to primary sources as of 31 October 2026: on 4 June 2026 the Tribunal judiciaire de Caen, in an interim first-instance order in a case brought by the associations ApiDV and Droit Pluriel, ordered Carrefour France to comply, under a penalty of 500 euros per day that starts six months after the order (about 4 December 2026). It also ordered Carrefour France to pay the associations 10,000 euros in provisional damages and 3,000 euros in costs, and said the site cannot be only slightly accessible. On 5 May 2026 the Tribunal judiciaire de Lille refused interim relief in a similar case against Auchan E-Commerce France; that was not a ruling on the merits, and the associations say they will appeal. On 24 March 2026 the Dutch regulator ACM, which tested about 100 of the largest Dutch online stores plus the largest telecom and energy providers, reported that 61% of the largest online stores are not digitally accessible, and warned that companies that fail to improve risk enforcement action. Dutch broadcaster NOS reported in June 2026 that ACM had visited ten large webshops and planned a new test three months later. On 11 March 2026 the European Commission sent additional reasoned opinions to Germany and Croatia over remaining transposition gaps. We found no monetary fine issued by a national regulator under an EAA transposition law as of 31 October 2026. That means none was found, not that none exists. The Caen payments go to the associations and are not a regulatory fine."}}}
